Most engagements are a relay: strategy hands a deck to delivery, delivery hands a system to whoever is left. Ours is a loop. The people who reasoned about the constraint stay accountable for the build, and the build keeps reporting on whether the reasoning held.
What you keep at the end of each stage is written down before the stage starts. If we cannot say what you will be holding, we have not scoped it properly yet.
